Summary
1082. Supply of temporary accommodation.
Thames Water intends to award a framework agreement covering supply of
temporary accommodation. Facilities will be needed on construction sites
covered by it’s AMP5 capital programme, with potential for additional
needs on its existing operational sites. Thames Water has approximately
3500+ Operational Sites, ranging from small district pumping stations to
large water and sewage treatment works, located primarily in London and
the Thames Valley.
The framework agreement will supply the full spectrum of Thames Water's
accommodation requirements in support of Thames Water's capital programme.
Contracts awarded under the framework agreement may be awarded directly by
Thames Water or by one of its approved contractors or an approved
sub-contractor. Supplier(s) will be expected to offer the same levels of
service and commercial benefits to Thames Water and its approved
contractors and sub-contractors.
For single large scale requirements, suppliers may be required to "project
manage" to ensure that all accommodation needs are supplied and installed
in a timely manner and project costs are minimised.
— Lot 1 - accommodation & welfare facilities.
For supply, delivery, installation and removal of units as may be
required. Based on options for hire, purchase and hire purchase. Scope of
supply includes offices, toilets, showers, canteens, drying rooms, welfare
units and multiple use accommodation facilities, eg; canteen / drying
rooms. As part of the scope there may also be a requirement to supply fire
rated units. On occasion, there may also be need for supply in response to
urgent or emergency ad-hoc requests within limited time frames. Services
needed include, but are not limited to, supply, delivery, installation and
removal of jackleg, or equivalent, accommodation of various dimensions and
internal configurations. Some accommodation to be supplied may need to be
inter-connected to form a configuration of linked accommodation, which may
include the need for covered walkways, additional entrances and room
partitions. Suppliers may also be required to cover supply, deliver,
install and removal of toilets, toilet blocks and shower units, which may
include units that are connectable to mains services or that may need
independent clean water and foul water connectivity depending on site
specific conditions. Scope may also include a range of self contained
welfare units, including self-powered mobile (towable) welfare units and
static welfare units. The range of accommodation required may include
anti-vandal and eco-friendly units. All eco-units supplied will offer the
benefit of the same range of facilities as standard welfare units, with
additional energy saving features and demonstrable lower running costs.
Additional support services may be required for effluent and fresh water
tanker services, where all effluent and waste water must be disposed of in
accordance with current waste regulations. Suppliers may also be required
to offer external painting and livery / branding options if this is
requested. The duration of individual projects are variable, so suppliers
will have the capacity to be able to supply based on both short term or
long term arrangements as necessary. Through this tender process, Thames
Water are seeking to identify suppliers with the capability and capacity
to deliver the full range of goods and services needed to support Thames
Water's programme of works on AMP5 projects,
— Lot 2 - secure storage.
For supply, delivery, installation and removal as may be required. Based
on options for hire, purchase and hire purchase. The scope will cover
supply of secure steel storage units that are designed to combat the
threat of theft and vandalism, therefore all units to be supplied must
have secure locking systems. Individual sites may also have need for
supply of additional external locking systems and padlocks. Storage units
needed will be of various sizes and storage capacities, single door and
double door units. Depending on site conditions, suppliers may also need
to supply access ramps for ease of access to the storage area(s).
Additional internal racking may also be needed to maximise all the
available storage space within secure containers. Suppliers may also be
required to offer external painting and livery / branding options if this
is requested. The duration of individual projects are variable, so
suppliers will have the capacity to supply units on short term or long
term arrangements as necessary. Through this tender process, Thames Water
are seeking to identify suppliers with the capability and capacity to
deliver the full range of goods and services needed to support Thames
Water's programme of works on AMP5 projects,
— Lot 3 - portable toilets.
For supply, delivery, installation and removal as may be required. Based
on options for hire. The scope covers the supply of a range of portable
toilets, which may include mains connectable toilets, flushable no-mains
toilets and chemical toilets. Requirements may vary on different projects
with the need to serve large construction sites to lone workers based on
remote sites. Services for this area of supply will also include emptying
of effluent and waste tanks and the disposal of all waste in accordance
with the most current waste regulations. Services to refill clean water,
and the replenishment of chemical levels in portable chemical toilets may
also be needed. Through this tender process, Thames Water are seeking to
identify suppliers with the capability and capacity to deliver the full
range of goods and services needed to support Thames Water's programme of
works on AMP5 projects,
— Lot 4 - modular buildings.
For design, supply, delivery, installation, commissioning and removal as
may be required. Based on options for hire, purchase and hire purchase.
Scope includes the supply of larger accommodation units for projects where
suppliers will be required to provide modular buildings to standard unit
specifications, with variations available based on site specific
requirements. Where necessary, suppliers will ensure that modular
buildings supplied are compliant with all current and applicable building
approvals, standards, legislation and regulations. Suppliers may also be
required to offer external painting and livery / branding options if this
is requested. Through this tender process, Thames Water are seeking to
identify suppliers with the capability and capacity to deliver the full
range of goods and services needed to support Thames Water's programme of
works on AMP5 projects. It is envisaged that no more than one to two
supplier awards will be made under this lot,
— Lot 5 - enabling & services.
The scope of supply for enabling and services, may include, but may not be
limited to, surveying and planning, excavation and disposal, groundworks -
including any foundations, RC slabs, ground beams and slabs for the
locating of accommodation and welfare units, and any works related to the
building services including electrical, water and drainage connections,
temporary fencing. Some sites may also have requirements for telephony &
IT services. Through the tender process, Thames Water are seeking to
identify suppliers with the capability and the capacity to deliver the
full range of services needed to support its programme of works on AMP5
projects,
— Lot 6 - furniture & fixings.
For supply, delivery, installation and removal as may be required. Based
on options to hire or purchase furniture and fixings for use in temporary
accommodation. The scope will potentially include, but is not limited to,
supply of furniture - chairs, office chairs, desks, pedestals, tables,
cupboards, filing cabinets, lockers, bookcases, carpets and white goods
etc. Fixings - alarm systems, entry steps, air conditioning units,
additional heating, lighting options and window blinds etc. Through the
tender process, Thames Water is seeking to identify suppliers with the
capability and capacity to deliver the full range of services needed to
support its programme of works on AMP5 projects.
Thames Water will consider how lots are combined (if at all) subject to
responses received from applicants and in particular where this is
considered to offer economic advantage. Thames Water reserves the right
not to award framework agreements for particular lots.
Suppliers may apply individually and/or provide joint venture or
consortium applications.
The successful suppliers will be expected to offer innovative solutions
and design savings for projects and challenge design specifications and
technical solutions being considered for a project.
To drive innovation and service effeciencies, key performance indicators
and/or pain/gain share arrangements may be introduced into the framework
agreement.
It is envisaged that the framework agreement will be awarded for the
duration of 3 years extendable at Thames Water's option on one occasion or
more annually up to a maximum total duration of 5 years.
